Zaznavnica

Zaznavnica is a project co-funded by the Ministry of Health, the City of Ljubljana and FIHO since 2017.

The aims and objectives of the program are:

  • reducing the number of uninsured persons with experience of human trafficking or high potential victims
  • enabling easier access to health services, also by arranging documents and residence permits in the Republic of Slovenia that enable inclusion in health insurance
  • introducing of the so-called ZAZNAVNICA to reach the hidden population
  • developing and acquiring the competences of medical workers in the field of human trafficking (identification of victims, assistance) and strengthening cooperation between various actors who may in their work come into contact with persons with experience of human trafficking.

    Through Zaznavnica, we want to get among the exploited workers, both migrants and Slovenian citizens, whose employers do not pay all the mandatory insurances. The aim to expand our work with a direct approach to workers is based on increasing number of phone calls and the Final report of the research “Analysis of human trafficking for the purpose of exploiting labor, child trafficking, forced begging and committing criminal acts” ( available at http://www.vlada.si/fileadmin/dokumenti/si/THB/ZAKLJUCNO_POROCILO_-_TZL.pdf), in which on page 36 it is written, among other things: “Migrant workers also encountered injuries at work and inappropriate health care. Employers tried to cover up these injuries, even driving injured workers back to their country of origin. They convinced the workers not to reported their injuries, to work despite their injuries, etc.”

    An important element that the project adressess are also health workers, as they can be key in the first identification of a potential or actual victim of human trafficking, and as such they can react, inform the competent authorities about their observations or refer the person to a non-governmental organization. Healthcare workers lack the knowledge on that issue, so their basic education can result in a larger number of people tol receive help. As a result of all the training of professionals in various fields the Society Ključ received more calls from them and helped, indirectly and directly, more people.
